한국인 도주범 문하영(40세)이 2월 26일 팡가시난 알라미노시 바라게이 팔라미스에서 필리핀 이민국(BI)에 체포되었습니다. 그는 한국에서 84만 달러 규모의 보이스피싱 사기를 주도하고 필리핀 시민으로 위장해 당국을 도피한 혐의를 받고 있습니다.
BI 관계자는 문 씨가 2017년 1월부터 이 계획을 운영했으며, 회원들은 피해자들을 속이기 위해 한국 주요 은행의 대표로 위장했다고 말했습니다. 문 씨는 주모자로 지목되어 운영 자금을 지원하고 신디케이트를 조직하며 사기에 사용된 시설을 설치했습니다.
당국은 문 씨가 조나단 마르티네즈 파크라는 이름의 필리핀 위조 여권을 소지하고 있었으며, 바탕가스와 팡가시난에 여러 리조트 부동산을 소유하고 있는 것으로 밝혀졌습니다.
문 씨는 대한민국 형법 제347조 제1항에 따른 사기 혐의로 수원지방법원에서 체포영장이 발부된 후 인터폴 적색수배 대상입니다.
조엘 앤서니 비아도 BI 커미셔너는 체포를 피하기 위해 허위 신원을 사용하는 외국인은 법적 처벌을 받을 수 있다고 경고했습니다. 문 씨는 추방 절차가 진행될 때까지 BI 소장 시설에 구금될 예정입니다.

Moon Hayoung, 40, a South Korean fugitive, was arrested by the Philippine Bureau of Immigration (BI) on February 26 in Barangay Palamis, Alaminos City, Pangasinan. He is accused of masterminding a $840,000 voice phishing scam in South Korea and evading authorities by posing as a Filipino citizen.

BI officials said Moon operated the scheme starting January 2017, with members posing as representatives of a major Korean bank to defraud victims. Moon was identified as the ringleader, funding the operation, organizing the syndicate, and setting up facilities used for the scam.

Authorities discovered that Moon was carrying a fraudulent Philippine passport under the name Jonathan Martinez Park and reportedly owned several resort properties in Batangas and Pangasinan.

Moon is the subject of an Interpol Red Notice issued following an arrest warrant from the Suwon District Court in South Korea for fraud under Article 347(1) of Korea’s Criminal Act.

BI Commissioner Joel Anthony Viado warned that foreigners using false identities to evade arrest would face legal consequences. Moon will remain detained at the BI warden facility pending deportation proceedings.
