이번 주말 팜팡가에서 사기 관련 혐의로 수배 중이던 두 명의 한국 국적자가 체포되었다고 이민국(BI)이 밝혔습니다.
국세청은 권준영(38세)과 석종민(48세)으로 확인된 외국인들이 지난 토요일 팜팡가주 로스앤젤레스 시 바랑가이 쿠아얀에서 한국과 미국의 요청에 따라 도주 수색대(FSU)에 의해 체포되었다고 밝혔습니다.
노먼 탄싱코 이민청장은 권 씨가 텍사스에서 전신 사기, 자금 세탁, 신원 도용에 연루된 혐의로 한국에서 통신 사기 혐의를 받고 있다고 말했습니다.
국제형사재판소(BI)는 마닐라에 있는 인터폴 국가중앙국(NCB)에서 입수한 정보를 인용해 권 씨가 2019년 12월 12일 한국 수원지방법원에서 체포 영장을 발부받았다고 밝혔습니다.
검찰은 권 씨가 중국 다롄에 본사를 둔 통신 사기 조직의 일원으로, 보이스 피싱으로 알려진 수법으로 피해자들에게 무작위로 전화를 걸었다고 주장했습니다.
BI는 "피해자들은 괴롭힘을 당하고 사기를 당해 서울중앙지검 수사관인 척하면서 신디케이트 계좌에 돈을 입금한 것으로 알려졌습니다."라고 말했습니다.
한편, NCB는 석 씨가 미국 서부 텍사스 지방법원에서 발부한 체포 영장의 적용을 받고 있다고 밝혔습니다. 석 씨는 전신 사기 공모, 전신 사기 3건, 자금 세탁 공모, 신원 도용 3건 등의 혐의로 기소되었습니다.
석 씨는 다른 용의자들과 공모하여 수천 명의 미군 참전용사들의 개인 식별 정보(PII)를 도용하여 미국 국방부 및 보훈처 웹사이트에 접속한 혐의를 받고 있으며, 이로 인해 피해자들은 혜택을 잃게 되었습니다.
탄싱코는 두 외국인이 BI의 바람직하지 않은 외국인 명단에 포함될 것이며 필리핀 재입국이 금지될 것이라고 말했습니다.



Two Korean nationals wanted for fraud-related charges were arrested in Pampanga this weekend, the Bureau of Immigration (BI) said.
The bureau said the foreigners, identified as Kwon Junyoung, 38, and Seok Jongmin, 48, were nabbed last Saturday in Barangay Cuayan, Angeles City, Pampanga by its fugitive search unit (FSU) upon the request of South Korea and the United States.
Immigration Commissioner Norman Tansingco said Kwon was accused of telecommunications fraud in South Korea while Seok was allegedly engaged in wire fraud, money laundering and identity theft in Texas.
Citing information obtained from the Interpol’s National Central Bureau (NCB) in Manila, the BI said that Kwon was issued an arrest warrant by the Suwon district court in Korea on Dec. 12, 2019.
Prosecutors alleged that Kwon is a member of the telecom fraud syndicate based in Dalian, China that made random calls to victims through a scheme known as voice phishing.
“The victims were reportedly harassed and duped into depositing their money into the syndicate’s accounts as the callers pretended to be investigators of the Seoul central prosecutor’s office,” the BI said.
Meanwhile, the NCB disclosed that Seok is subject of an arrest warrant issued by the US district court in Western Texas where he is charged with conspiracy to commit wire fraud, three counts of wire fraud, conspiracy to commit money laundering and three counts of aggravated identity theft.

Seok allegedly conspired with other suspects in using stolen personal identifiable information (PII) of thousands of US military veterans to access the websites of the US Departments of Defense and Veterans Affairs which caused the victims to lose their benefits.

Tansingco said the two foreigners will be placed in the BI’s blacklist of undesirable aliens and will be banned from re-entering the Philippines.
