필리핀에서 활동하던 한국인 유튜버 필휴가 14세 현지 소녀를 임신·출산시킨 혐의로 필리핀 수사 당국에 체포돼 수감 중이다.
2일 GMA 등 현지 언론에 따르면 필리핀 아동 성학대 및 착취 방지 국가조정센터(NCC-OSAEC-CSAEM)는 지난달 11일 필리핀 북부 카가얀데오로시에서 한국인 A씨를 아동학대와 인신매매, 차별금지법 위반 혐의 등으로 체포해 구금 중이라고 밝혔다.

A씨는 유튜브 채널을 통해 현지 빈곤층 아동을 위한 공부방을 운영한다며 한국 시청자들로부터 후원금을 모아 온 것으로 전해졌다.
수사 당국은 사이버 순찰 과정에서 A씨 채널에 미성년자가 반복 등장하는 점을 포착해 조사에 착수했고, A씨가 14세 소녀와 함께 거주 중이며 이 소녀가 최근 출산한 사실을 확인했다. 아기의 아버지는 A씨인 것으로 밝혀졌다.
센터 측은 "아동 착취와 학대의 전형적인 사례"라며 비판했다.

필리핀은 2022년 성관계 합의 가능 연령을 기존 12세에서 16세로 높이는 등 아동 성범죄 처벌을 강화하고 있다. 현지 사이버범죄수사대는 온라인상 아동 학대와 성 착취 범죄에 대한 단속을 강화하고 있다.





A Korea national was arrested in Cagayan de Oro City for alleged child abuse and human trafficking following the discovery of suspicious videos involving minors on Youtube, the National Coordination Center against Online Sexual Abuse or Exploitation of Children and Child Sexual Abuse or Exploitation Materials (NCC-OSAEC-CSAEM) reported on Wednesday, July 2, 2025.

NCC-OSAEC-CSAEM said the operation was carried out in Barangay Carmen in June after cyber patrolling revealed a Youtube channel that featured videos of minors.

Authorities traced the account to the Korean national who was found living together with a 14-year-old girl.

Investigation also showed that the girl gave birth to a baby boy recently, with the Korean national confirmed as the father.

Authorities said that this case constitutes exploitation and abuse of a minor.

“Itinuturing ng mga awtoridad na ang aktibidad sa naturang platform ay may kaugnayan sa Online Sexual Abuse and Exploitation of Children (OSAEC), isang krimen na patuloy na tinutugis ng pamahalaan alinsunod sa Republic Act No. 11930 o ang “Anti-OSAEC and CSAEM Act,” NCC-OSAEC-CSAEM said.

Authorities added that the Regional Anti-Cybercrime Unit-Northern Mindanao (RACU-10) continues to conduct operations against cybercrimes, especially offenses involving the abuse and exploitation of children in online platforms.

The public is urged to report suspicious online activity or potential cases of OSAEC to authorities.
